Vida Miss: Any camcorder can record useful video if the lighting is enough. Spend a small amount on the camcorder, spend more money on the lighting. You should never capture video with the camcorder handheld. If the person speaking is on the video, then a mic connected to the camcorder (wired or wireless) would be needed. Not knowing what you plan to edit with (software) and on (computer hardware) makes it impossible to make a specific recommendation.
